Though many people use it to indicate a long pause, the true use of the ellipsis is to indicate omissions. I still think we need a punctuation mark that adequately shows hesitation though...

He talked from topic to topic, often in the midst of a single sentence -- if I could write down what he was saying it would be more ellipsi than words (side note: did I use the plural properly ... I never took Latin).
